留学加拿大:留学生打工的详细规定

  有朋友询问加拿大是否允许留学生打工?拜访国内的留学中介机构,大部分留学顾问都表示留学生可以在加拿大打工,浏览留学中介的网站也有这方面的信息,但是各方面的说法却并不一致,而且也不够具体,为了澄清各种似是而非的说法,本人特搜集了加拿大政府的官方资料,供各位参考。

  留学生工作规定

  根据加拿大政府的规定,在政府认可的高等院校注册的全日制留学生(Full-time international student),在校内工作(Working on campus)没有任何限制,即只要持有合法的学生签证,不需要申请工作许可证(Work Permit);在校外工作(Working off campus)时,原则上可以从事每周不超过20小时的兼职工作(Part-time job),但需要预先申请工作许可证,具体规定如下:

  必须是在公立或私立的专上院校(Post-secondary educational institution)注册的全日制学生,这里的专上院校是指中学以上的大学(University)或社区学院(College)。
  入读公立院校的留学生基本不受限制,但入读私立院校的留学生,只有入读部分政府认可的课程才有资格申请工作许可,具体院校名单见后。
  在外出打工之前,必须提前获得工作许可证(Work permit),申请办法可以向学校负责留学生事务的工作人员(International student adviser)查询。
  在正常的学期之内,每周的工作时间不得超过20小时,暑假、寒假等长假期,可以不受时间限制工作。
  即使是已经获得工作许可证的人,但如果丧失了全日制学生身份,或者学习成绩不能满足课程要求,也就失去了工作资格,必须将工作许可证交回当地的政府移民管理部门。

  留学生配偶工作规定

  符合上述规定的留学生,其配偶,不论是本身具有留学生身份的配偶,还是以陪读身份前来加拿大的留学生配偶,均有资格申请校外工作。

  留学生配偶外出工作时,必须提前获得工作许可证,期限以留学生本人签证或工作许可证为准。
  留学生配偶的每周工作时间可以不受限制。

  留学生毕业后工作规定

  对于完成学业的留学生,如果希望留在加拿大工作,可以申请“高校毕业生就业许可计划(Post-Graduation Work Permit Program)”,获得长度不超过原学习时间的工作许可证。例如,一位攻读四年制本科学位课程的大学毕业生,其许可证的有效期不长于三年。一位入读八个月短期证书课程的毕业生,其许可证的有效期则不长于八个月。有关规定具体如下:

  必须是政府认可院校的毕业生(名单见后)。
  申请人必须是全日制学生,其毕业的课程至少不短于八个月以上。如果全日制学生毕业之前的最后一个学期,由于距毕业之前仅有部分课程需要修完,而注册为非全职学生(Part-time student)的,仍有资格申请就业许可。
  必须在收到学校发出学生已经完成学业的书面确认文件后,如校方正式的通知函或成绩单,90天内申请就业许可。
  在提出申请时,必须持有有效的学生签证。
  注意:加入“高校毕业生就业许可计划(Post-Graduation Work Permit Program)”是留学生转身份的关键,对于一个大学本科毕业生来说,四年学习完毕获得学士学位,申请“高校毕业生就业许可计划”可获得三年期的工作许可,该毕业生可以使用工作许可,继续在加拿大居留,按照现有移民规定,该毕业生只要在这三年期内,找到与所学专业相关的工作,工作年满一年,即可以申请为永久居民。这一点不像美国等其它国家,规定留学生毕业后必须找到一份正式的工作,而且这份工作还必须满足外国人就业的苛刻条件,才能提出就业申请。加拿大对留学生申请工作许可完全开放,并不要求你要先找到雇主和工作,直接给你三年期的工作许可,允许你在这个期限里慢慢去找!
