高贵林港市长及议员候选人怎样看待大麻问题

乐活按语:大麻合法化是把双刃剑。
华人在加拿大社会中以沉默寡言“出名”。远的不说,上一次市选时,列治文11万华人中5万有选票,可是出来投票的只有6000人!作为沉默的族群,这些年遇到问题很容易被忽略。想想也不足为怪——连一张选票都懒得去投,不愿意参与社会建设,怎么能得到社会的支持?

随着华社的成长,越来越多的华人觉醒了,开始积极加入投票行列。大选在前,选票投给谁?

为了方便大家了解市长、议员候选人的一些观点,我们给高贵林港的候选者们普发了电邮,询问他们对于大麻合法化后,是否允许非医疗用大麻销售店开张,以及对大麻吸食场所的限制的答案。

高贵林港有4位市长候选人,19位议员候选人,电邮发送达到各位候选人邮箱,收到13位回复。

市长候选人怎么说

高贵林港的Eirc Hirvonen先生认为,是否允许开店还需要看法律、规定如何执行,对吸食大麻的限制应等同于对饮酒的限制。

Remains to be seen how laws or regulations will be implemented, as for my view; in public use should have similar regulation as alcohol.

高贵林港的Brad West先生认为第一个问题太复杂了,很难简单说清楚;对于吸食大麻的限制,他说,高贵林港已经禁止在诸如公园、活动场所、公共汽车站等公共场所吸食大麻。

It is a complex issue than just one word answers. What I can tell you is that we have already banned smoking cannabis in public parks, trails, playgrounds, bus shelters and public settings.

高贵林港议员候选人怎么说

Darrell Penner先生说,市议会对待大麻和酒精一样。如果有人要申请开大麻店,将会召开公众听证会。所以,由居民决定。

Council is treating this the same as alcohol and all the regulation around it. If an applicant wishes to open a retail cannabis store and confirms with the regulation then in order to move forward with application there will a public hearing. So the residents will and do have a say if they want this.

Laura Dupont女士不赞同禁止开店,她相信现有的对大麻吸食的法令已经很严苛了,比如仅让在极个别的地方吸食,距离公共汽车站7.5米远,不能在公园吸食等。

I would not support a ban in Port Coquitlam. It is my belief our current smoking bylaws will apply, which compared to most other Tri-Cities communities are slightly more restrictive. Our smoking bylaws allow for smoking in very few places, 7.5 metres from bus stops etc. And not in parks for example.

Carolyn Stewart女士认为对大麻的限制应该像对酒精、香烟一样。但是,可以在饭馆里喝酒,却不能在饭馆里吸烟。为了避免人们在街上吸食大麻,她建议向荷兰学习,开设专门吸食大麻的café/lounges等。

I believe it should be restricted like alcohol and how smoking is. If one is not able to consume alcohol in public, they should not be able to consume marijuana.

This leads us to ask where can people go to smoke?  We have bars and restaurants where alcohol can be consumed, but we have smoking restrictions. To avoid this being random on our streets I would support cannabis cafes/ lounges such as in Amsterdam https://newamsterdamcafe.com/?age-verified=67156491ce . Restriction of locations, ie, not near schools, parks, etc.  but they should be near public transportation.  The cafes would have consumption limits and not be a selling outlet. Selling outlets should be restricted to no more than 3 in our community same restrictions for locations.

Jami Watson女士赞成大麻合法化,但希望对大麻的管制像荷兰一样,不要随时在街上吸入,大麻店远离居民区和学校。

I support legalization but want to see our municipality treat it as Holland has. You don’t walk down the streets of Amsterdam in a haze of smoke but in lounges that are strategically away from residential and school neighbourhoods. Here is an interesting take:

Justin Traviss先生认为联邦既然通过了大麻法案,单独一个城市是很难限制的,人们可以去其他城市购买,因此不如放开,还能促动经济,限制青少年购买。POCO已经禁止在公共场合吸食大麻。大麻的味道比烟草重,更应该严格限制。

Cannabis is being legalized at the federal level. Banning it at a local level would be highly ineffective as people could just go one city over to buy cannabis is they wanted to. With that being said, I have been a supporter for legalization for a long time. Having cannabis legalized helps make it more regulated and will help the local economy. Keeping Cannabis out of the hands of teens should be a priority.

For your second point, Port Coquitlam already has bylaws on smoking in public areas such as parks and public areas and cannabis should follow those laws. The smell of cannabis is stronger than either cigarettes or vapes so these laws may need to be re-evaluated after legalization.

Shakeel Gaya先生赞同大麻合法化,否则政府难以控制大麻。大麻合法销售可以减少非法销售,为城市创收。他引用了UBC的观点,认为吸大麻和吸烟相类似,因此凡是对吸烟的管制也适用于大麻。

As you mentioned that from October 17, the use of recreational cannabis will undergo a legislative change. I believe that this change is important as it has been impossible for governments to totally control the substance. In this manner the illegal trade should be eliminated and increased revenue available to all levels of the government treasuries. As such I do not see how non medical or recreational marijuana can be banned from any jurisdiction in Canada.

Regarding smoking cannabis in public areas, I agree with the decision announced by UBC to equate this to smoking tobacco. All restrictions in place for tobacco should also apply to smoking cannabis and the use of cannabis in public areas should thus be allowed in a controlled manner.

Dawn Becker女士说,联邦政府通过大麻合法化并给以一些界定。大麻的管理会像酒精一样。POCO已经及将来要对大麻的控制、检测、销售等设定规定。她希望任何新零售商在取得营业执照前都遵守地方法规。

Our federal government has legalized marijuana and provided parameters around legalization. Marijuana will be treated in a similar fashion to alcohol. Protocols will be, and have been, established around control, testing, sales etc. I would expect any new retailer of any product would still have to comply with local bylaws before they would be granted a business license.

作为5个月大的孩子的父亲,Robert Delagiroday先生如是说:

Of course we have to follow guidelines set forth by the federal and provincial governments.  I foresee that there will be a highly regulated framework similar to the Liquor Control and Licensing Branch.  It will likely be a provincial regulatory matter, rather than a municipal matter. I think that we need to deliberate over the sale of marijuana in PoCo, view whatever proposal an individual wants to put forth, and ensure that all sides are heard, before we make a decision on stores in PoCo. The municipality does run the risk of a challenge in court if we outright ban sales.

As the father of a five-month old baby I am concerned about secondhand pot smoke.  I believe that regulations around the smoking of cannabis in public will likely take on the same framework as cigarette smoking. I think that is a good staring point, but we need to leave room open to evolve any bylaw or policy to protect those who don't want to be exposed to a 'contact high' and recognize the rights of those who do want to smoke marijuana. I think there will likely be a provincial framework around public usage to come.

Glenn Pollock先生认为大麻销售应该限制数量,位置也应该与酒类销售、酒吧等一样。吸食大麻在高贵林港受限等同于吸烟,但他愿意为了建设一个健康的社区而努力。

I think that retail sales should be limited to just a few stores and that they should have similar location criteria to liquor stores and pubs.

Smoking of cannabis in Port Coquitlam is regulated by the same bylaw as tobacco smoke and I'm in favor of that and actually brought that forward through the Healthy Communities Committee.

Priscila Omulo女士说,随着大麻合法化,禁止非医用大麻使用可能会令一些人感到受歧视。政府的立法应该让城市居民安全、快乐、健康。对于吸食大麻的管理,她认为应该与香烟类似。

With the legalization of Marijuana it would be challenging to ban non-medical use in the city. That for some would feel discriminatory. I believe that with the pending government actions we have to as a city decided how we are going to keep the city feeling safe, happy and healthy when implementing the legislation. We want all residence to feel heard in where and how existing business community and the new business are going to coexist in our city of Port Coquitlam.

I believe that smoking of Marijuana would be under the same bylaws as cigarette smoking bylaws. For the health and safety of individuals and families the secondhand smoke is going to be addressed as cigarette smoke is.

Nancy Mccurrach女士对于不能禁止大麻销售感到遗憾,因为这是联邦政府的决定,地方政府必须要颁发商业执照。从个人的角度来说,对如此迅速大麻合法化并不赞同。公共场所禁止吸食大麻。

Unfortunately, we have no control over banning retail cannabis sales. It was introduced by the Liberal Government. Personally, I do not have any use for it and am allergic to its smoke. The municipal government will have to issue business licenses. Currently unregulated marijuana can be laced with fentanyl and crystal meth and people are dying from it. No- smoking of cannabis in public areas will not be allowed. The same bylaws are being put into effect at the city level.

总结

10月4日晚上,高贵林港的候选人见面会上,听众中亚裔面孔寥寥。对于参与选举,华人还有很多功课要做,很长的路要走。让我们从了解候选人的重要主张开始!从投下第一张选票开始!

大麻合法化是把双刃剑——一方面是准许销售非医用大麻带来的不菲的纳税效益,一方面是一些可能随之而来的社会问题。省府、市府都感到措手不及,也都必须要应对新的局面。作为市民,城市的重大决定与我们的生活休戚相关。因此,关注、参与选举,就是关注、参与未来的生活建设。

无论支持何种观点,无论支持谁,请一定去投一张选票!即使是弃权票,也代表对社会和自我的关注!
